Subdivision and Land Development Ordinance or SALDO is something that comes up a lot when talking about development in Pennsylvania. So what is it? SALDO is really just a collection of rules and standards that set forth the process for a project to proceed to construction. It covers a lot of different topics, from stormwater, to deadlines, to how many copies of plan have to be submitted. It is important to remember, a SALDO is what we call a “living document.” This means that it is and should be constantly looked to see what can be improved. There are often arguments that having a SALDO means you are “welcoming” development in. That is not the case, if you do not have rules and standards set and adopted by your municipality, then the developers have a lot more leeway in what they can build. Ordinances are there to guide developers and protect residents. These rules are further regulated by the state which utilizes something called the municipal planning code (click HERE to see the MPC).
