Local Services Tax to Benefit Township Emergency Services


     The North Whitehall Township supervisors adopted Ordinance 2007-15 at the November 21, 2007 Board Meeting. Ordinance 2007-15 enacts the $52.00 Local Services Tax. This tax will replace the occupational privilege tax of $10.00 currently collected by the school district. Under this tax the Township will collect $47.00 from people who are employed within the Township, regardless if they are a resident or not. The Parkland School District will receive $5.00 of this tax.
     Workers earning less than $12,000 annually would be exempt from the tax. The Township estimates that it will collect approximately $296,000.00 based on working population figures provided by the school district. It is not known at this time how many workers will be exempt. The school district will manage the collection of the tax.
     In accordance with the state tax law, the Township is required to use at least 25% of the tax for emergency services. The 2008 budget has allocated 50% of the tax toward emergency services and 50% towards highway maintenance.

     The Sewer Fund will reflect a 5% increase in the user fee rate, from $ 5.00 per 100 cu ft to $ 5.25.
     The Liquid Fuels Fund supports street and road maintenance and improvements. Funding is received from the state based on Township road miles and population. In 2008 the Township anticipates receiving $459,163.00 in Liquid Fuels funds from the Commonwealth. A portion of the funds will be applied toward the purchase of a single axle truck.
     Money in the Road Machinery Fund is allocated for the purchase of vehicles and major equipment. Anticipated expenditures include a single axle truck and a skid-mounted sprayer. The Recreation Fund will share in the purchase of the sprayer.
     The Emergency Services Long Term Capital Reserve Fund was developed with the intent to assist our ambulance corps and the 4 fire companies with the purchase of vehicles through a Township grant program. This fund will share the revenues of the
